I have a Buzz, and the MBA fits in there just fine -- sometimes it seems a little lost, even! I bought it for a MacBook 13" expecting to move up to a MacBook Pro 15" but I got the MBA instead ;)

In a word, NO, it won't fit in a Small Cafe Bag. Here are a couple of pics of my MBA 11.6" in a MEDIUM Cafe Bag -- I don't recommend it.

I love my Buzz, but I don't think would work terribly well for a female ~5 ft tall (I'm 5'7"), unless you plan never to carry it across your body, and only use it as an off-the-shoulder bag....
Yes, Buzz has a waist strap. It's similar to the one on the Cafe Bags.
